Turn it into typed fields. Code does the parsing wherever rules can decide; a model gets called only where they can't. Every record carries a confidence score so a bad parse is visible instead of silent.
Fingerprint every record and check it against the ledger before anything else happens. Repeats get their last-seen date bumped. They never get re-read, re-scored, or re-billed.
Add what the source didn't give you: an owner name, a parcel, a mailing address, a relevance score. Cheap lookups run before expensive ones, and rule-based filters run before any model call.
Put the result where the person already looks. An email before 6am, a row in their sheet, a PDF in their inbox. If nothing came through, the digest says so, because silence reads the same as a broken pipeline.
